Capcom rushed out a new game with a new dev team and get this: it doesn't re-use the engine or assets from 1! It's all new. So it's a new team just sort of running around in circles without direction, and the director supposedly just stopped showing up for work. Itsuno is then appointed director.
With 20/20 vision, the game should have been cancelled and restarted until they got something new. This was worse than RE2 original version.
Also: Many of the devs went from DMC2 to 3! Yes, it's still the DMC2 engine, and if you look you'll notice they are repurosing the DMC2 enemies and bosses.
2 was a fucking mess of development. It was greenlit during 1's dev and 1's team didn't even know about it until it was revealed publicly. The team of 2 were the guys who did arcade to console ports. Itsuno was brought in with six months to fix it, all they had was the Stinger.

It has really good character designs, and Dante looks great only he's too different. He should have been another guy. Strangely, his persona and look is closer to The Shadow than anything. Lucia and the Secretaries look great.
