They would. Market quickly adjusts to changes, if anyone would suffer, then it would be those useless Indians who do a shit job, are insanely corrupt hiring members of their (huge, extended) family who don't know a thing about the job, but will scream "discrimination! Racism!" if you try to fire them. So, they're usually moved to managerial positions where they don't need to code, just "supervise" and fucking up again because they don't know what they're doing, but a little bit of "authority" makes them go insane.
Huge money would be less interested in gaming due to much lesser potential returns, which would allow return of small, grass-grown studios made by people who know what they're doing and know what they want to do.
Gaming simply got too big and popular once corporate suits found out they can do completely immoral stuff yet suffer basically no consequences. Even if they're ordered to pay a fine, they already made 100 times the amount of the fine, and they've been changing their methods of cash siphoning together with their lawyers, who speak Legalese at such a level you wouldn't understand a word he said and yet you'd be found not guilty even if caught with a knife in hand (famous OJ Simpson case).
