I never quite remember the lore properly, why didn't the Defender phase out the older models? I understand the cost would be intense but the Empire was the definition of a bloated military budget. I'm only looking for Legends answers.
Side question, if you were an Imperial Fleet commander post Endor what would you do? Try to unite with other Imperial sectors, try to become a warlord in your own right, join the New Republic?

In addition to the TIE Defender being expensive as fuck, it doesn't fit in with established Imperial fleet doctrine, where you have giant ass ships with TIEs as support.
On top of this, all the fleet admirals hate each other and want to be king of shit mountain. Seeing a revolutionary spacecraft basically invalidate the fleet doctrine you've spent the better part of 25 years supporting is going to make those admirals want the project dead.
Finally, a space fighter is great but isn't scary enough for the evil wizard in charge who would much rather have a giant fuck-off death beam to wave around.

If this was the old canon and not the shitty nucanon, become a warlord, ally with thrawn immediately, give up on the notion of a death star and focus on raw numerical advantages and improving technology like interdictors, space shields, and armor. Defenders are a great pipe dream and the tarkin doctrine was flawed, but in the short term, its all about ensuring at least part of the galaxy is held by the empire. Biss, Tantiss, core worlds, the maw, etc. Hope for a North Korea like situation, because at that point, the rebellion will be too strong to completely break. Ensure the survival of an empire with thrawn at the head. Remove the sith inefficiency as mysticism. Build towards a amssive conflict against the new republic in the long term.

The Defender was originally envisaged to have a hyperdrive equipped. This would let them perform the same role as the XWings (jump in, fuck shit up, jump out before the enemy gets their shit together). Put simply, fleet admirals would kill the Defender project as hard as they could because it's a threat to their power within the empire.

The Defender is probably what the empire needed most since rebel fighter ships were getting out of hand. Thrawn had the right idea, using giant capital ships to chase down small groups of rebels was inefficient as fuck, smaller elite groups of fighters with hypderdrives would be way more suited for this. Even if the deathstars lasted longer by the time it would arrive at any planet to blow it up rebels would have fled by then once it was known galaxywide what the empire was doing. But that was a pet project for the evil space wizard, who knows he probably wanted the galaxy to be in perpetual war.

You could probably take the hyperdrive out of a defender to save money, but installing a hyperdrive into an interceptor could require a spaceframe redesign and a complete rewiring of the electronics.
I don't doubt you'd have trouble finding willing TIE pilots, since they've got the most to lose if the Imperial system comes crashing down. Even if 1 in 10000 trainees ends up being an ace pilot, even an averagely populated planet in Star Wars has billions of people. The trick will be convincing them that you're going to stick around to protect them and pay them, seeing as how with the Emperor dead and most admirals having fucked off, there's no one out there ensuring that the lights will be kept on or the mail will run on time.

Seems like a bad idea given that the only reason Thawn was in the imperial military to begin with is that he's a scout trying to find a way to help the Chiss Ascendancy fight off some huge threat back in the Unknown Regions. He's got zero loyalty to the local savages and their primitive wars.
