Back in the day, people used to pair Kefka with Luca Blight as the two absolutely batshit evil villains. Like there's a reason why he went insane, same as Kefka, but it's never really used to justify the way he acts.

Most Dragon Quest villains are evil just for the sake of being evil, especially in the older games. They don't have a motivation beyond "I want to take over the world!"

Not quite "heehoohaa im evil" but I think characters like this or Sundowner where their whole motivation is that they love war is pretty close
