How long does it take to be able to fish and hunt in this stupid game. All I want to do is fish and hunt.

You have to progress the story to where you're off the mountain, but even then most of that is hunting anyway.

There's a mission you need to do with John that involves stealing sheep, after that you get railroaded right into the next mission where you meet up with Dutch at a small bar in Valentine. After that you can do as much fishing and hunting as you please

end of chapter 2 when you take the john's little brat to go fishing, or before that if you steal a fishing rod but you are locked out of the challenges

Id say by Mid Chapter 3. Before that too many guns and game play actions are locked behind progression. you also gotta visit the fish guy so the legendary fish can be made fishable.
