he did have Child Soldiers but they were mostly children with no families that were wrapped up in already occurring wars. Without Big Boss its questionable whether they would've even survived the warzones they came from.
Only Solidus went out of his way to slaughter and tear apart normal functioning families for child soldiers, Big Boss was much more ethical.
You could argue however that a lot of the wars the child soldiers grew up in were indirectly caused by BB but considering other Groups like Cipher were about its hard to place all the blame on him.
