Today Ubisoft released their 2025 annual report. Whenever a studio completes a game the way they account for it is by moving all costs associated it from a work in progress account to a released software account. You can see the amounts match here.
The French financial year runs from 1 April to 31 March. This means any games completed in that period would have all of their development costs moved to the released software account. If you look at what Ubisoft released between those dates it consists of XDefiant (F2P shooter which has since shut down), Just Dance 2025, Star Wars Outlaws, Assassin's Creed Shadows and a couple of smaller games.
Considering Outlaws and Assassin's Creed Shadows are long term projects I think it's fair to associate the majority of costs with those two games. This means between the two, 960 million euros or 1.12 billion US dollars was spent on development. So it looks like people estimating the costs of either project at 300-400 million USD weren't too far off the mark.
