The western localization is awful and they didn't localize party chat so its completely missing in the western release though there might be hacks to add it back using the android translation

The Zenithian Trilogy are the best games in the series (yes, including 6) and the DS versions are the best versions of the games but you need to mod DQ4 to add party chat back into the game.

1-3 is up to you. Either DQ7 PS1 or 3DS. I lean towards the 3ds version. 8 PS2 has orchestra soundtrack, western soul ui and looks great. 3DS has QoL features, oversaturated shitty textures, soulless jap ui, two extra characters, alchemy pot fully upgraded immediately, two new characters, extra dungeon, midi soundtrack. You can mod in orchestra. Prefer ps2 version. 9 is only on ds. Original 11 looks better but 11 S Definitive Edition has more QoL.

Android version of these games work fine too I recommend them if you want to play these games in your phone.
