TR races aren't meant to be playable (not hill giants anyway) and afaik weight only matters for movement speed, so they'll likely just keep it at 1 instead of something appropriate to their size.
But still, they have to go fast. At their size, it would look like they're floating if they don't cover the amount of space their walking animtion shows.

My understanding of the subtext is that he had a falling-out with some of the sload where he came from, and intends to manipulate the tamrielic peoples under his control to get back at them, perhaps using the greydust addicts as his army of zombies-but-not-zombies. Chargen scenarios is the main alt start mod. Ther eisn't all that much variety on that front.
All the character creation mods are op as fuck, I'd keep vanilla options if I were you.
Maybe look up the mod that lets you play tamriel data races, but I don't know how balanced they are.
