Then our MC finds herself in a situation that she has to use it. They hype that up, which is fine. She "just barely survives", which is fine for the first time. But then she uses it like 2-3 more times before the end of the season and basically builds up an immunity to it. I was expecting some really dramatic shit, and the director was just like "nah lol"

I don't remember if they explain this in S1 or later, but it's because the first girl was a shit gear user and needed drugs to up her compatibility to even be able to use the gear in the first place. Hibiki is an extremely natural gear user due to the gear being imbedded in her heart so she can use the attack more effectively.

The first girl that uses it dies. The second gets put in a coma for days. The third uses it and gets shot by a cannon meant to destroy the moon and plummets to the ground from a great height and gets back up to continue fighting a few minutes later.
