I think fallout 4 has well designed combat arenas and fun enemies and ai behavior

A shame too. Fallout 3 was far from perfect, but it at least had some interesting quests. If Fallout 4 at least managed that, it would be a very fun game with the combat that finally wasn't dogshit.

They raid dungeons, same as you. They loot ruins and bunkers for junk to loot and keep rivals from encroaching on the claims they've staked.
Precious little credit where it's due, Boston had its own little localized apocalypse before the start of the game. If Covenant's math checks out, 1 out of 5 wastelanders were abducted by the Institute and replaced with a doppelganger while the original was either killed or turned into a super mutant and tossed back out into the wild. There was the stillbirth of the democratic government, the decay of the Minute Men, Nick mentions Institute synths clearing out entire towns and stripping the area so clean there was no trace of the towns ever being there, breakdown of society as synth derangement syndrome takes hold, the Gunners sacking Quincy, and more. By the time you exit the Vault, there really is fuckall left for the common man to live for before you start your purified water slave empire and rebuild everything.

It does with extensive mods that rebalance the entire game, and extensive weapon mods to pad out the paltry variety. Even then, the AI is still Bethesda tier. I'd like it a lot more if the leveling system and dialog was Fallout 3-II instead of Skyrim with guns with the Mass Effect dialog wheel.

It's still better than Skyrim though.

Main problem with the silent protagonist mods is that it doesn't actually fix what's wrong with the dialog system. Same with mods that try to bring back the way skills used and perks used to work. But still, like I said I enjoy it more than Skyrim and Oblivion. I think I'll skip out on ES6 when it comes out in 10 years, but I'd be interested to see what they do with Fallout if I'm alive to see it.

Why dont raiders just assimilate themselves to a formed society like vikangz did back then? Being a lowly raider with small weaponry and junk armor while a big fortress with turret, organized patrol, and civilization stood before you doesnt seem to be a profitable business no? Even if they are a big organization that doesnt seem to go anywhere with how they work and such. It wssnt even like they are building their own society, their own town, with circulating market or anything. They are just thete for the sake of being there
