Medic and engineer are just boring to play as. TF2 gets away with it because it came during a time when good game design wasn't obvious. That and it is a sequel to some ancient quake mod so it wouldn't make sense to not have medic/engineer. For some genius reason they made engineer and medic shit at direct combat making them purely support bitches. Why oh why was uber even introduced to game? What the fuck is the point of such overpowered ultimate even existing and fucking up game balance? Why couldn't medic be a normal combat class on par with scout and soldier who also happen to heal people? Why are teams forced to rely on engineer teleporters? Sure, healing people and building structures is fun for a couple hours but gets real old. People shit on sniper all the time but at least he fixes certain balance issues in the game by headshotting overhealed combos from a far. Medic just causes imbalance, doesn't interact with enemy and is incredibly to play as. Oh but it sounded cool when some retard came up with the idea "What if medic's only purpose was holding mouse 1 and occasionally turning people invincible cool eh?" Style over good game design. They even added fucking random crits. TF2 is not a well designed game and wouldn't make it if it was released in 2025. Yet another old shitty game that was there first so it gets all the glory. It's to combat how matches can become a stalemate. It creates a dynamic where both teams medics are required to track each others Ubers and use their Ubers better than the opponent to either win exchanges such as when where you are at significant disadvantage either in a choke point or when you are in dangerous positions that would otherwise lose you the game. Engineer also plays into more dynamic gameplay in that the longer a game is at a stalemate the greater time an Engineer has to secure an entire area for the team ensuring pushes are much harder. This is more niche certain game modes and it's more applicable in others but his general purpose is the denial of space especially from classes which can otherwise roam freely around the map such as demoman or soldier and scout though they can all theoretically country the engineer through his slow movement and limited combat capabilities outside of his sentry.

Only actual counters in this image are "engineer countering scout" and "sniper countering heavy" but it's never that simple. Scout may avoid snipers, heavy may mitigate damage with fists of steel, positioning etc.
Oh also, sniper gets countered by himself. Snipers in opposing teams will scare off each other from exposing themselves too much in fear of getting picked off, indirectly reducing their effectiveness towards other classes overall.

Valve has been refusing to mess with any kind weapon balance since 2018. They still shit out community cosmetics and maps, and there's some recent technical additions like 64bit and vscript, but actual changes to the game are verboten.
