Onix was designed to be a "first boss" Pokemon. Insurmountable defense, forcing you to utilize a Water or Grass move, both of which were entirely Special back then. The middling Attack was intentional, as they didn't want the "first boss" to be too overwhelming.

Onix was cursed to be designed around a specific encounter for about three games which has defined it since. In Scarlet and Violet GF wised up and made it so boss mons had battle-specific stats but made the default version of the 'mon in question worse than it boss counterparts so it's a moot point

Games are more soulful when devs just throw shit at a wall and put it in the game whether it sticks or not. Hiring an army of 120 IQ math nerds masquerading as 160+ IQ to perfectly optimize everything in the game is feminine behavior.
