Probably because Ulfric somehow manages to be an even bigger retard. The sheer incompetence of basically every leader in the game is astounding. In fact I'm pretty sure, aside from Baalgruf or however the fuck it's spelled, Idgrod is the only one with any level of competence. Yeah Morthal is a shitshow when we get there but that's not her fault. How the mage's college survived under Savos is beyond me.
