He should have called the government at the end of 4 and asked the air force to intercept her chopper or something, imagine the information she could give.

In the original RE4, Ashley asks Leon who Ada is at the end of the game and he tells her "She's like a part of me I can't let go" and then immediately drops the discussion. To me that sounds as if he thought about it, but for whatever reason (likely because he's in love with her or feels some sort of gratitude towards her) decides not to go into much depth about it. I assume the writers probably thought they could bring back Leon and Ada again later in something that wasn't RE6 and that's another reason why they added a line like that in.

Really? Because I'm sure she cuts ties unofficially with Umbrella at the end of RE4 too, that's why she holds a gun to the chopper pilot's head and tells him to go off-route.
Of course Leon has no way of knowing that, but I think he probably trusts Ada to some degree, because if he hadn't he wouldn't have let his guard down in the scene where she takes the sample from him.

At best, maybe something like a Revelations 3 where Billy or someone else who got thrown on the wayside ends up embroiled in one of Spencer's schemes prior to 5, is unable to finish him off, but at least forces him deeper into hiding, leading to the state he's in when Chris and Jill finally get to his hideout.

Anybody else here play The Darkside Chronicles on Wii? It was an on-rails shooter version of Resident Evil and it was so fucking good. I want to play it again. Wii was great and I really miss games that made use of the sensor bar. Wario Ware was another banger.
