It makes sense, if you think about it from a historical perspective. Societies in the past were tough and conservative, so outlaws would in theory be the opposite of that. Because why be an outlaw, if you agree with your society's politics? No real reason to be an outlaw, then, is there? Except for pure greed, obviously.
