Mudkip is the greatest of all time.
It ends up with the highest stat total of any fully evolved starter pokemon even despite all the powercreep. It has a strong varied movepool both with and without TMs, and it's single weakness never matters for the entirety of it's source games because no trainers worth a damn use grass moves.
You really can't do better.

My favorite is the Snivy line.
The best is probably Incineroar though. That or like, Greninja mostly for protean.
