If I had to guess, the four scales are drop calculators for different ammo types, and the thing on the bottom right is a rangefinder you put a tank under to find the range? The far right has to be sabot, since those are higher velocity.

Then it's too close for you to need a rangefinder, or too far and out of range. You just zero to the range you estimate, line up the chevron and fire it's simple enough a drunk Russian can do it.
