Actually a true statement. The fact that it even exists is kind of crazy, nothing like it could ever get funding today, not even Kojima's projects since then.
The amount of production value to the cutscenes is obscene and there is 9 hours of them, there's more cutscenes than there is gameplay. They also put so much time into creating like snow storm weather mechancis that are used in literally 2 areas in the game. The whole Ray Vs. Rex fight is another thing.

It's a very unique and crazy spectacle of a game that I love and hate at the same time.

There is almost no gameplay so that isn't much of an achievement in this case. I will say I really liked the 2 levels where I got to sneak around.
