the ideal leader would have absolute control for max efficiency of government, yet must also be perfectly competent and with incorruptible morals. even if you found such a person, they would also need to be immortal because you can't guarantee their chosen successor would be as good as they are. literally the only possible option that meets all of these criteria is an AI (or a god I guess, but good luck finding one of those)
