Sega was arguably the first major japanese developer to fully embrace the PC platform. (Combination of PSO2 being the Fortnite of Japan in the early 2010s, already having familiarity of the size of the platform with their unique position of being the owners of the Total War devs, and the surprise launch of Valkyria Chronicles on steam going so well that gave the entire IP a shot in the arm after seeming dead in the water following the PSP) and it looks like them just being on the market early just also got them in early with Denuvo for some sort of cheap life-time deal they got grandfathered into for getting in early before Denuvo sold to a bigger corp. I think genuinely this is more just a matter of Denuvo being so uniquely and cheaply accessible to them gives them little reason to even bother removing it years after launch if they do not have a deal that demands yearly payments to keep it active.

Ultimately, the increase when taking account of population change between sales is only a 0.5% increase (4.5 million to a 8.16 billion population compared to 3.4 mil to 6.7 billion population), and that doesn't take into account the greater market access it has.
Things selling more doesn't mean they sold better, especially when looking at markets between two larger time periods.
