Not without a total rework of the stat system or every weapon in the game, there's too much stuff with too wildly different of stat requirements that you'd end up with mostly stuff you couldn't use. That's why Nioh basically has minimal or no stat requirements on gear and Nightreign got rid of stat adjustment and requirements entirely.
