The name and drawing are usually just for flavour for most of the perks. The perk is available from level 2 and perk points can't be stored for later in NV. Recognising and avoiding a trap for new players doesn't mean that it isn't a trap for new players, JSawyer.

If it was F3 that would be worth something. The perks in FNV are way too fun to blow on damage stacks like this. Mad Bomber, Slayer, Nuka Chemist and Stay Back are far better when said slots are already limited.
