it amazes me how badly they fucked up the level scaling in gen 2.
gym 6 or 7 still has level 20 sometime pokemon, then it ramps up to 50-60 for the elite 4 so you gotta grind level 40 sometime wild pokemon to get your levels up for the elite 4, then you reach post game and are greeted by trainers with level 10 pokemon.
