any time you're using 3rd party software like emus, because a lot of them won't bundle stuff you need
don't install emus to program files, make a folder right on your c drive just for stuff like that, something like c:\games and put the emu in there like c:\games\pcsx2 this isn't super important for pcsx2 afaik but a lot of random emus will try to write to their own folders and that will give you problems if they're in program files
