they're low trust societies because a significant portion of their population experienced total societal collapse (Russia with post-USSR collapse, China with cultural revolution), so the lesson they learned is that they cannot rely on authorities because their lives literally depend on it, the only way to survive and thrive is by cheating as hard as possible and they passed on that lesson to their children, which leads to them being more receptive to cheating in video games.
