Because online patches were not a thing until the 00s, when gaming consoles all became online-enabled and pushing patches out via internet was feasible. Once that option was there nobody felt the same pressure to have the game be "feature complete" or polished on release, cause they could always do a day 1 patch and subsequent patches after that to fix stuff they missed.
