They didn't send the STARS. Bravo Team got called to investigate the cannibal murder, then they got LEECH'ed by Marcus, which prompted the Alpha team to investigate Bravo's disappearance.

STARS was basically the above-level task force compared to the Umbrella Corps cleanup crew that Hunk and others were part of
Basically a way for them to gain public trust by convincing people that Raccoon City was sufficiently protected beyond just the standard RCPD
STARS members knew they were employed for more heavy duty shit than standard cops, but had no idea that they would be going up against BOWs
It’s kind of like how the US military maintains both bases and SEALS, but also black sites and more covert ops at the same time.
You need a group that’s mostly working within the law and public eye, while also having a more designated hit squad that wouldn’t be afraid to get dirty (the Umbrella Corps/Security).
They had to kill them off the same way they basically kept the RCPD chief under their thumb.
And they were right, because all their STARS operatives were clearly moralfags like Chris and Rebecca who would go out of their way to not only combat BOWs, but work on investigating their source.

To be fair, it was a good little cover story having RPD and STARS around to make it look like Umbrella had checks and balances... But it all went to shit once Umbrella went full panic/cleanup and started to back stab their scientists. They probably never expected them to be disobedient, but people like Marcus and the Birkins went completely off script and fucked things royally.

The definitely didn't expect William Birkin to inject HIMSELF with G, just because he had a monumental ego.
