Essentially: if you have the opportunity to do good in the world, you are morally obliged to do it. And if you pass up that opportunity, you are doing evil.
So if you buy a video game instead of donating that money to famine relief, you're a bad person.
Its an interesting idea and probably correct on some level but its also unrealistic to expect normal people to conform to those standards.
