The games chapter header monologues/montages work well enough for the game's purposes and are a series staple. Full-on cutscenes outside of promo material is not something you should expect of these titles, they are substance first style second in their approach.

I think AC6 was fantastic and imo it's one of From's best stories. But it's weird that content this polished and clarifying to the story went unused. Showing what 621 looks like is a massive piece of characterization. It's a shame it's not even included in NG+ or unlockable bonus content.

The fact that you can escape from a prison cell, get out of the jail itself, swim through the sewers, and climb all the way up into a junk AC implies he's not completely crippled.
It seemed more to me like that scene is either him being woken up from some kind of cryosleep or was him just waking up after getting the old-gen augmentation from some sketchy RaD doctor.
Just because newer generation augmentation exists the hardware to do old shitty ones doesn't just cease to exist, if anything he's probably paying pennies for the surgery because it's old gen and spending the cash on the cutting edge aug tech for disposable dogs is a waste.

Oldgen augs were coral-based so it's highly unlikely he was just getting one right before AC6 events. New gen augmentation development was probably driven by Rubicon blockade more than technological advancements.

The cinematic is very cool and wouldn't hurt as an opening movie but it's not essential either.

You learn 621 is fucked up in the game too but the amount of medical shit stuffed in him like a pin cushion and the dialog really drive home that he's little more than the meat component of a machine.
