Papyrus strikes me as someone who had little to no friends before Undertale alongside only being able to mention green grass before moving to Snowdin and being a seeming recluse in Deltarune so far while Sans is running a store in that game and is a mysterious depressed character in Undertale due to his past I think it's reasonable to conclude Papyrus cannot be relevant to Deltarune since it'd conflict with Undertale. This of course is under the belief Sans is originally from Deltarune obviously.
