I don't think a spell is useless because the best strategy in any game is to do as much damage as you can as often as you can.

A lot of older games put spells from DnD that only have a use in tabletop sessions. It also allows for a lot of flavor, instead of just dmg/cc/heal spell 1,2, 3, max.

Unless it is a game solely about magic use it is a waste of time.
If you go all out on magic you trivialize any other build. See Morrowind. Making one build the clear best means you shouldn't have made any other.
