Hairstyles are kind of a flanderized thing in RE. I always found it funny how Jill's bobcut became a thing because people didn't pay attention to how Jill in RE1 had her long hair tied up underneath her hat. When a certain style becomes attached to the character, they'll keep it as a symbol.
But my argument does fall apart the moment RE5 came out, since they warped Jill into Fiona.
