I have, from games that I never loaded in Steam:
1) Games that I got when they were free and never actually bothered to play. I didn't get them because I wanted to play them, it's because they were free.
2) Games that I pirated, fully finished on pirated copy, liked and decided to buy on Steam just to give money to the developer. With those, I have no reason to install them again, especially if they're long.
3) Games that I got on Steam and then booted through third-party software, like Dosbox, ScummVM or some open-source engine. Nowadays I usually use luxtorpeda, boxtron or roberta, but there are games that I finished, just not through Steam.
4) Stuff that I got for a few bucks on a sale, which is technically a great deal for a game I already know is great but which I don't plan to play any time soon. This might be considered an impulse buy and like it counts, and it probably could be pirated instead, but if I can get the entire Witcher trilogy for like five or ten bucks, then I really don't mind overpaying, even if I might never touch it after that.
And of course there are a lot of games that I want to play but never get around to because there are so many other games to play. Those are fully my fault, since I probably need to buy them when I intend to play them, but sometimes impulse buys on sales just happen, or I did intend to play them but something changed.
