OP's image isn't about the average library played percentage, it's saying that literally nobody has booted 37% of games on the storefront, not one person.

i have a bunch of unplayed crap in my account from bundles where you get 1 or 2 good games and they came with 5 or 6 games of garbage. when you try to delete them from your account unfortunately they are tied together as a package so you have to delete the whole bundle instead which i won't do so they'll forever remain unplayed.

There are all kinds of things that can skew that number which don't really count.
I have, from games that I never loaded in Steam:
1) Games that I got when they were free and never actually bothered to play. I didn't get them because I wanted to play them, it's because they were free.
2) Games that I pirated, fully finished on pirated copy, liked and decided to buy on Steam just to give money to the developer. With those, I have no reason to install them again, especially if they're long.
3) Games that I got on Steam and then booted through third-party software, like Dosbox, ScummVM or some open-source engine. Nowadays I usually use luxtorpeda, boxtron or roberta, but there are games that I finished, just not through Steam.
4) Stuff that I got for a few bucks on a sale, which is technically a great deal for a game I already know is great but which I don't plan to play any time soon. This might be considered an impulse buy and like it counts, and it probably could be pirated instead, but if I can get the entire Witcher trilogy for like five or ten bucks, then I really don't mind overpaying, even if I might never touch it after that.
And of course there are a lot of games that I want to play but never get around to because there are so many other games to play. Those are fully my fault, since I probably need to buy them when I intend to play them, but sometimes impulse buys on sales just happen, or I did intend to play them but something changed.

Yeah? People buy things on sale and purchase from bundles. It's not like they play all those games immediately. They get put in the backlog to be tackled at any time. Also, this isn't that unique to games. It happens all the time with movies and tv shows. There just isn't something to track it specifically and rigrously like a video game site does. You think all those millions of hours collected by streaming sites, that everyone checking out said movie or tv show watch them all the way through? Hardly. I know a guy who bought Rise of Skywalker and Transformers One movie when they were made available for purchase and they haven't watched them since.
