Second person shoters exist did you know that op? I remember one interesting looking zombie game thats like that, i think it would be cool for a horror game where you can see exactly where the monster is, maybe the game changes to static cameras when the monster is too close making you guess from where it will attack.... or maybe another horror game where you command the protagonist by giving him commands from far away while you are you looking at a control panel or something, if the protagonist dies you have to complete the mission yourself and is almost all the time a suicide.

Maybe special handcrafted setpieces are peppered around. Then you populate the city with AI-driven NPC who can react to what's happening and may be given a certain script to react to specific events. Then you throw the player in and depending on the game, you give them a gun, a new family, a dragon, whatever
