I think most of the World Warriors would be fine if they disappeared. Ryu, Ken and Chun are the only ones I think they can't actually get rid of due to brand reasons but I think they could do replacements for the rest or just drop some of them (looking at you Blanka/Honda). Actually maybe they could get rid of Ken and just keep Ryu and Chun.

But it'll never happen, the boomers in '97 taught them to never change and to stagnate and rot. Honestly if it was Chun in New Gen and not Ken I think the game would've probably been received fine.
