KoFXIII was so insanely heavily rotoscoped it may as well have been 3D and saved everyone some trouble.

KOF 15 isn't selling because it looks like ass, putting in more effort to make it look good literary makes more sense from the business standpoint, they just can't do it because SNK is fucking poor after 12 and 13 flopped catastrofically.
They would make more money if they could afford to spend more on good 2D graphics.

Not these days, but people were definitely making fun of ArcSys' ass rotoscopes back in the day. I remember a lot of threads about how bad Persona 4 Ultimax's sprite roto jobs were. Them going 3D was a direct upgrade because unlike SNK they committed to making the 3D look good.
