so they just won't ignore you to go attack a building
they will however take hostages, taunt with with hidden bombs, etc

By making a completely over-the-top Supergirl game instead in the style of Gravity Rush, where Kara has to try and establish herself as a hero to help out Clark, who's got his hands full with the League and general worldwide problems. Make it a strong family-based piece.

EXTREMELY light hearted story based game with linear progression in one big Metropolis map that carries you along through fights with different Superman villains. Just a "month in the life" type story about what Superman is getting up to with fun action and flying and stuff, and a lot of breathing room to just fuck around

Some balloons could be little references to other DC stuff that would probably never get used for an actual game, like one balloon might be Beppo the Super Monkey

Why is it so hard for the modern day (and not as modern) to get Superman right? Christopher Reeve got it right back in 1978 with Superman 1 & 2. Bruce Timm got it right back in 1996 with The Animated Series. Right there are your two blueprints to follow.

War World storyline.
Red Sun projectors and Kryptonite used to enslave the man of steel to force him to fight in the arena. Hank Henshaw is enslaved too and microdoses superman with sunlight to power him up over the course of the story so together they can escape. (obviously he betrays you).
Basically godhand mashed with DB:Kakarot with better controls.
Use sunlight as exp to unlock better abilities.
Different superman foes and other dc cosmics as bosses.
Finale is a gauntlet of Doomsday, Mongul, and Henshaw, who teleports you both to Apokolips trying to strand you there but you beat his ass, and the sequel hook is Darkseids forces coming to fight you.
