Slo mo cover peaking is the best strategy for every situation in the game. You could just as well argue that Halo having health regen actually fosters more aggressive play because you dont have to worry going into encounters with 1 HP and that you can always take damage.

"oh this elite is tanking damage, better stick him." Already more depth than you get in fear and that's not counting all the other weapons you can use, vehicles, enemy combinations, etc.

And the best ones have a combination of quick to kill and bullet sponge. Like Doom, Quake, Halo. If all your enemies just go down instantly with any weapon you have where's the strategy, weapon choice. You're playing Call of Duty with a slo mo mechanic.
