Nah. Turtles in Time feels more complete in my opinion, Hyperstone Heist is cool for having its own movie synergy with Tatsu instead of Tokka and Rahzar but when I finally did play them I liked TIT more. But I think both are worth playing

like it or not the best version of the 3 is the Snes version. more content more polished in general. hyperstone gameplay is basically the same minus throwing soldiers to the screen but has option to run with a button.

the arcade game has awful hitboxes and almost annoying smooth animation, with wish there was something in the middle between arcade and 16bits
to be fair. hyperstone heist feels more like a remix of the old turtle games made on top of turtles in time (snes) with small amount of time of development

is not a bad game. just a bit disappointing knowing what could it be with more time.
