Either that Lightners can't be toys because they're people, only Darkners can since they're objects, or since he puts something important inside the plushes for each one, what's inside the characters he won't make merch of would spoil the game.

A character getting merch now is a kind of spoiler in itself, denoting this or that character as ’important’, and in a future chapter certain characters might change in presentation, changing the context the merch exists in. Toby doesn’t *need* to merchandise everything like he’s an anime studio, so he doesn’t if he sees potential downsides to it.
