Even the most dimwitted of 40k Ork is still a low level psyker, so their belief that their tech should just work does. It does not however mean they can get a pipe with a handle on it to shoot bullets. It means the shoota with a deceptively small magazine can keep shooting because the ork thinks it still has ammo. Meks and Big Meks have instinctual knowledge of Ork tech that they can just make shit without knowing the how or why of it.
