Is Promised Consort Radahn the hardest, most bullshit boss ever released in a AAA game? I’m struggling to think of anyone worse.

Probably, but not for good reasons.

I fought him with no blessings so I got to really understand the fight. First phase is straightforward. Second phase, he nerfs your framerates and punishes rolls that were successful in phase 1. You can also get caught with proper rolls if you are fighting on the wrong terrain.

Some of his phase 2 moves like the rock hurl followed by the clone attack are unintuitive to dodge unless you follow a guide. It's also not a fun attack to dodge, since it just wastes time.

Radahn is a bit easy to parry, since he has so few attacks, which makes the challenge a bit easier. It's almost essential to do this on low health runs because of the terrain issue and rolling. A "no parry" defeat of Radahn is essentially its own challenge for people playing at low health.

But Malenia is still harder overall, imo. I could mention bosses like Sigrun or Ozma, but they are much more fairly designed with readable attacks and clear counters.

No, light roll has the same I frames as medium roll it just covers more distance. Dex doesn't affect roll at all

He's hard no matter what.
But especially so if you refuse to interact with the mechanics at a higher level and just try and brute force everything.

He's fat and doesn't dodge, so you can really build up status on him, so Arcane builds in particular can melt his health bar - Bleed/Poison/Frostbite.
Great shields are well known for doing extremely well against him too. But they're just extremely good across the entire game.
While he loves to get in your face, the arena is big enough that you can really get a lot of mileage out of just running away if you're a bow or caster. Hit the bricks!
Spirit ashes are best saved for phase 2 imo, as they tend to take too much pointless damage on phase 1, which isn't that hard in the first place.
You can even basically skip phase 1 with some Rot Pots as Radahn has very little resistance to them.

Singleplayer maybe a contender.
There are way harder bosses in multiplayer though. Legit bosses that the sweatiest motherfuckers on the planet spent days on.

I've only fought this guy once but despite losing he didn't feel so bad, my deaths were just from trying to jump something that it turned out couldn't be jumped and not realizing that his arrow rain actually moves since the first time he did it I guess it was targetting the Guardian who was standing still right in front of him.
I do regret picking Recluse for the attempt though because even good spells struggle to hit him and the best spell I found was fucking black flame, it was a truly cursed run for loot with a couple bosses I guess glitching out and not even dropping any.

PCS is more of a puzzle boss really, the trick is figuring out which of his afterimage attacks is real, then dodge that one. He throws so much visual bullshit at you that people panic and spam dodge then wonder what killed them. That's Miquella's entire battle strategy, to throw the enemy off and make them lose their focus.

Astute. I've seen almost no one else mention this. Even the fake ones do damage, but It's mostly negligible if you block with anything, including a weapon.
