Fallout is a spiritual successor to Wasteland. Bioshock is a spiritual successor to System Shock.
Probably the difference though is that there's spiritual successors that merely take elements of another game and build upon them in ways that make sense instead of just doing a straight up copy.

If it's just inspired by a previous game? Ya, plenty of times. Lots of games can be considered "spiritual successors" by means of having inspired game mechanics.
If it's being used as a marketing bullet point or in the sense that they're literally trying to make THE spiritual successor to another game? It's going to be garbage.

Based pick. Still unmatched for scale and strategy. Forged Alliance felt like the last time an RTS truly dreamed big. Sad that every "spiritual successor" since has either been too janky or too scared to go full macro again.
