Why doesn't Konami just add Chapter 3? They can remake a whole game but not add more content?

no author who respects himself wants to make sequels to kojima games since they know his shit fans either will not accept it, shit on it without giving it a chance, or if it turns out to be good they will give credit for it to kojima even if he's not involved like it happend for rising, so they preferably work on other stuff.

I don't get why people don't understand Kojima was copying Anno's Evangelion rebuilds. Presenting it like 1.1, 2.2 etc trailers. In the Eva rebuild they had trailer scenes that never made it into the final movies. Same thing.
MGSV ends when you complete the game the first time, everything after is bonus stuff, like the whole outbreak scenario and true ending.
