So I'll just keep it brief to what the bare minimum is to make the game at least alright and not a complete piece of shit.

That's all it would take to make me want to play the game competitively again. But it needs more work than that to become a great game. Get rid of the screen freeze on neutral drive rush, it's literally broken. As in, poorly functioning. Buff drev so it actually does something. It's the only pure defensive mechanic in the game and it's the absolute worst mechanic in the game. It feels like drev was designed specifically to beat DRC on block, but it loses to DRC jab on block and most of the time people are doing DRC jab on block incidentally. Because DRC jab on block is one of the strongest options for the mix-up it gives. Corner carry is too much as well. Most characters can carry you 2/3rds of the screen. Easiest fix would be to increase stage size. The throw tech meter change is a complete joke of a change. No one wants to tech any more than they did last patch, because you still eat 30-60% of your health into the corner into guess right or die if you get shimmied.
These are like 10% of my thoughts on this piece of shit game and how to fix it.
