You can't choose who you want - because inevitably later on in the game there's a part where you have to use EVERYONE.
And if anyone is under-leveled you are screwed.

Cloud’s whole motive in WoFF is that he was hunting down Sephiroth for killing Aerith and it’s heavily hinted because he loved her. Meanwhile Terra and Lightning act as Tifa and Aerith’s analogues with Clair being oddly out of character and flirty specifically with Cloud.
