you could wash a motherboard with water and just make sure it completely dries off before you apply power to it again and it'll be fine

I just poke holes in the water coolant pipes so all my parts get slowly and consistently washed while I use my computer.

This is perfectly fine. You can wash motherboards in the dishwasher. Just make sure they dry completely.

Don't use the hot cycle, and put it in the top rack. No heated dry.

Plus capacitors are generally rated at 130c operating temp anyways.

Using water is risky though, perhaps do it with isopropyl or something that dries faster?

This is fine but use distilled water. The fluoride in tap water will make your GPU gay.
