They're right though.
Look - the gameplay in those games is awful. You can tell that it's secondary to the plot, and that kojima just wanted to make some sort of ridiculous hybrid of a TV show and a film, but because he's working in the games industry he has to come up with some stupid gameplay filler.

I'm playing on normal and I constantly have ghost niggas chucking me weapons and blood bags during boss fights. Is this regular or is the game coping for me sucking (i think im ok)?

I think it's intended. I'm always prepared for the fights, never need additional shit but the one time I was caught off guard it was there aswell so I assume it's hard coded so you always have a mean to fight the enemies (like blood grenades for BTs or a shotgun for mechs)
