Go look at how the most successful gachas look. The Battle Cats is a very simple example.
All the big ones have been made as extensions of already successful gachas as an investment and gamble, or the company itself was part of an enormous company looking for seed money to make an attempt at getting one off the ground. Wuthering Waves for example had Punishing Grey Raven's success and money to fund itself along with some gambling while Genshin had I believe Tencent money funding it alongside the Honkai Impact 3 money.

Keep in mind the barrier of entry is nothing for these games and it costs nothing, but if even 10% of the people who saw the ads simply tried the games that would be a worthwhile investment because if they get even a couple thousand dolphins or whales they could see tens of thousands to hundreds of thousands per person.
